Overview
The Department of Employment and Workplace Relations (DEWR) invites the public to make submissions to the Review into the Impact of key PALM Scheme Deed and Guidelines Settings (the Review).
The PALM scheme deed and guidelines were implemented in June 2023. The Review will examine the impact of key PALM scheme deed and guidelines settings to determine if they are meeting the government’s priorities of:
ensuring scheme mechanisms protect workers at greatest risk of exploitation
enabling participating countries, workers and their communities to benefit from participation in the scheme
ensuring there is a reliable and productive workforce available to meet the needs of Australian employers
understanding how the new settings have influenced PALM scheme employers demand for workers and support continued growth of the scheme.
DEWR is interested in hearing your feedback on the following key PALM scheme settings and related priorities:
accommodation standards
pay parity
low hours safety net
minimum net pay guarantee
welfare and wellbeing support
transparency of deductions
cultural competency
transport standards.
All stakeholders with an interest in the PALM scheme are welcome to make a submission on this page. This includes employers, workers, industry and country representatives, union representatives, community organisations, academics and the general public.
This consultation will be supported by virtual discussion groups and face-to-face discussions with workers.
Submissions made through this page will remain private and will not be published. All data and evidence collected through the discussion groups, the public consultation page submissions and phase 1 discussions and submissions, will inform advice to government on the impact of the deed and guidelines settings.
Preliminary data and evidence from phase 1 discussions and submissions were used to inform the approach to phase 2 consultations.
